Pet Establishment licence will be required by the city of Toronto
Effective February 1, 2027, pet-grooming salons, pet boarding facilities, dog daycares and animal-training businesses operating within the City of Toronto will be required to obtain a Pet Establishment licence. Businesses must also obtain the appropriate endorsement for each service they provide, including: • Pet grooming • Pet daycare, boarding or training • Overnight animal care • Other regulated animal-related services This requirement may also apply to home-based and mobile businesses operating in Toronto. Business owners should review the City’s requirements and begin preparing their records, insurance, animal-care procedures and facility standards. The City has advised that additional information and a self-assessment tool will be released before the licensing system takes effect. The National Groomer Association of Canada encourages every affected business to prepare early and ensure it is ready to comply by February 1, 2027.
